INTEX-MNP Project Manager (PM) Jake Foronda took three hours presentation and knowledge exchange with the Barangay Council (BC) and Barangay Development Council (BDC) of Barangay Buhay na Tubig, Pola Oriental Mindoro, regarding the future development of the local community once the MNP Infrastructures are constructed in Barangay Buhay na Tubig and Barangay Calima. PM Foronda stayed for a night of social orientations with community leaders and representatives of Buhay na Tubig.

He said that the infrastructures to be installed follow the strictest sense in engineering designs with ultimate adherence on established standards. The local constituents however need to be fully informed so that their decision shall be based on facts and that their concerns shall be addressed at the most democratic and secured stakeholders’ base agreement. The PM said, the community need to project their plan (the social development and management plan that R.A 7942 and its IRR mandated and the MNP-CREDO is spearheading), and the interventions from introduced development shall be neatly tailored with the local projected plan, with all concerns considered.

The Buhay na Tubig community leaders who strongly pushed for shared locations of MNP infrastructures (at Buhay na Tubig and Calima) appreciated the true intent of PM presentations. The geological and environmental factors that dictate engineering designs and locations lead them to think twice.

The event was considered extraordinary for it was the Project Manager (Senior Officer) of a big company went to the ground to render transparency to the community on their stakes in the proposed development, openly heard and respected/considered the community concerns.

It is true that the community relations and development staff of the INTEX-MNP done the IEC and facilitated the community based development planning for their Social Development and Management Plan, but the appearance of the PM on the ground was considered stalemate breaker, signaling that the project will push with real responsibility: an event the community stakeholders waited for a year. The acts of plan and development transparency, hearing and considering the concerns of the masses are binders of social license to operate a business. The decision of the masses and base BLGU can influence the legislative social license paper/complement in the municipality or even the province. In the case of Pola, the state of 2 out of 3 MNP favoring LGUs (BLGU and MLGU have, PLGU none) is complete/ or at door of completion via law/regulation observing process/system.
